What will you expect?

The purpose of this 2-day advanced live-fire law enforcement patrol program is to increase a patrolman’s survivability against heavily armed offenders in and around a motor vehicle.

The primary focus is to provide law enforcement officers with practical emergency vehicle deployment techniques through the use of systematic methods of instruction.

This live-fire course brings to light the complexities associated with a motor vehicle’s confined space involving: emergency evacuation, counter-ambush and citizen/ officer rescue.

The program will commence with a live-fire ballistic laboratory where students will have the opportunity to compare different types of ammunition (pistol, rifle and shotgun) against a multitude of different surfaces, including; window glass, engine block and exterior vehicle surfaces.

STUDENTS ARE REQUIRED
TO BRING THE FOLLOWING EQUIPMENT TO CLASS:

  • Comfortable range clothing, long-sleeved shirt or coat and boots suitable for the season.
    NO SHORTS OR T-SHIRTS permitted. Bring rain gear and prepare for inclement weather, if necessary, because all training is conducted outdoors
  • Notebook and pen
  • Hearing protection (ear plugs and headphones)
  • Eye protection (wrap around and/or ballistic type)
  • Ballistic helmet with chin strap
  • Body armor
  • Pre-zeroed semi-automatic rifle or carbine
  • Rifle sling
  • Chamber Blocking Device (CBD)
  • 3 serviceable rifle magazines
  • 500 rounds of rifle or carbine ammunition – NO RELOADS
  • Rifle or carbine magazine pouch with security device

  • Pistol
  • Secure pistol holster
  • 3 serviceable pistol magazines

What will you expect?

The purpose of this 2-night (16-hour) advanced live-fire law enforcement program which will identify strengths and weaknesses in use of force low-light conditions in and around a motor vehicle.

The primary focus of level 2 is to provide law enforcement officers with practical low-light emergency vehicle deployment techniques using a weapon mounted or hand held flash light. Level 2 will take students to the next step by identifying the difficulties associated with a motor vehicle’s confined space during low-light operations involving: counter-ambush, emergency evacuation, and citizen/officer rescue.

The class begins with a review from Level 1 and progresses into a dynamic interactive low-light course for today’s law enforcement patrol operations.

All the tactics, techniques, and procedures utilized in this class are for previously trained first responders. The course is physically strenuous and mentally challenging to mirror the conditions encountered during real world, justifiable use of force situations. Previous low-light training experience is needed prior to registering.

What will you expect?

The purpose of this one-of-a-kind (16-hour) live-fire law enforcement program is to improve tactical pistol deployment skills for plainclothes tactical law enforcement officers. The tactics, techniques and procedures contained in this lesson plan were designed by expert practitioners from the field of law enforcement for plainclothes tactical officer survival.

The primary focus of PREVAIL is to provide plainclothes tactical law enforcement officers with practical live-fire weapons handling capabilities in situations involving motor vehicles, such as; buy-bust operations, vehicle team bail outs, vehicle team take downs and suspect extractions.

PREVAIL will attempt to mimic the plainclothes tactical officers’ environment by introducing various types of threat and non-threat imagery to improve mental recognition and response time. In-addition to vehicle operations, PREVAIL identifies the difficulties plainclothes tactical officers may encounter, during high-risk investigations in public settings and street encounters.

PREVAIL addresses the following topics;​

  • Threat identification and decision making
  • Police identification
  • Expedient self-trauma care
  • Plainclothes tactical shooting drills
  • Vehicle team bail out drills
  • Vehicle takedowns
  • Shooting from in and around a motor vehicle
  • Suspect extractions

Plainclothes tactical officers require higher levels of live-fire proficiency and are often over looked with the majority of training geared toward uniform patrol or specialized tactical teams. Plainclothes tactical officers work in environments that necessitate the correct application of firearms handling, decision making and team work. 

PREVAIL will introduce and refine weapons handling skills through the use of live-fire decision making scenarios for those officers assigned to street level drug enforcement and suspect apprehension, including; narcotics officers, gang officers, detectives, task force members, and specialty units working plainclothes or undercover operations.

What will you expect?

The purpose of this 16-hour program is to advance tactical deployment skills for the SWAT sniper/observer, designated marksman or patrolman equipped with a magnified scope or electronic optic mounted rifle, when using a motor vehicle for high risk surveillance. Expert practitioners from the field of law enforcement designed the tactics, techniques and procedures contained in this lesson plan.

Course Description

The primary focus of SEND IT is to provide the SWAT sniper, designated marksman or a patrolman equipped with a magnified scope or electronic optic with practical live-fire capabilities using a motor vehicle as an unconventional shooting platform during high-risk surveillance including but not limited to; patrol operations, special investigations, security details, warrant service, hostage rescue, or barricaded gunman incidents.

SEND IT starts in a classroom environment, transitions to off range surveillance exercises and culminates into a progressive time constrained live-fire range exercise to speed decision making, refine mental recognition and improve accuracy. All rifles must be sighted in prior to class. Iron sighted rifles are not permitted.

SEND IT addresses the following topics;

  • Covert vehicle surveillance
  • Reconnaissance and mapping
  • Vehicle hides
  • Examination of terminal ballistics
  • Observation and memory recall
  • Alternate weapon support platforms
  • Tactical marksmanship from in and around a motor vehicle

Justification for the patrolman

A patrolman equipped with a magnified AR-15 optic possesses more advantages over a patrolman having a non-magnified optic in the area of observation, positive identification and spotting. In addition, the patrolman equipped with a magnified optic or electronic mounted optic has enhanced capabilities over his or her iron sighted counterpart. For this reason, many police agencies have authorized the use of magnified optics and/or electronic optics and have adopted policies governing same. SEND IT will boost the patrolman’s performance in non-typical patrol settings and demonstrates the need for modified skill development in special circumstances that call for high risk vehicle surveillance.

 

Justification for the designated marksman

A designated marksman is a force multiplier in the area of patrol operations and has seen a rise amongst police agencies across the country. SEND IT will enhance the designated marksman’s effectiveness during a real world high level use of force incident and challenges the marksman to perform outside the typical constraints of AR-15 long gun handling by providing real world positional shooting techniques based on the real world environment of patrol vehicle operations. SEND IT is the next step for any previously trained designated marksman and will validate the officers’ training evolution process.

 

Justification for the SWAT sniper/observer

A SWAT sniper/observer is one of the most valuable assets of any law enforcement tactical team and is tasked with critical missions to ensure SWAT commanders have accurate and up-to-date information. The sniper/observer must demonstrate not only proficiency in said weapons system but also the mental composure in situations that are tense, uncertain and rapidly involving. SEND IT will challenge the sniper/observer to
perform at higher than expected levels and will validate their role in a tactical team environment. This course will not only enhance the sniper/observer’s individual field craft capacities but the over-all operational team tactics of their special unit.

Goals

  • Explain the benefits of covert vehicle surveillance.
  • Complete detailed off-site reconnaissance and scouting of various target locations.
  • Improve vehicle surveillance operations.
  • Construct a well-designed vehicle hide.
  • Identify barriers to effective marksmanship in an urban environment.
  • Sharpen memory recall.
  • Recognize alternate weapon support platforms.
  • Enhance positional shooting techniques from within a vehicle’s confined space.
  • Pass a written multi-choice exam with errors reviewed.
  • Pass a live-fire practical exam.

Prerequisites

SEND IT will be offered to full-time in-service law enforcement personnel. The tactics, techniques and procedures in SEND IT are for the previously trained officer. All students are required to have completed a recognized long gun handling program prior to the commencement of this course. In addition, all student
officers must possess good driving habits.

One third of the curriculum involves off-range target reconnaissance and scouting of various sites. Students will be reminded that strict obedience of all traffic laws is mandatory and must be adhered to during this program. Furthermore, this course involves minor physical activity and is mentally challenging. The combination of physical and mental activity is in preparation for the realities of justifiable use of force decision making.

All snipers are required to bring the following equipment at the commencement of training:

  • Unmarked vehicle

  • Civilian clothing for all activities

  • Pre-zeroed rifle w/sling (Iron sighted rifles are NOT permitted).

  • Binoculars (for positive ID out to 200 yards)

  • All operational gear

  • Soft concealable body armor

  • Eye protection

  • Hearing protection (earplugs)

  • 250 rounds of quality rifle ammunition

  • 3 rifle magazines

  • Magazine carrying pouch

  • Cleaning equipment

  • Rain gear

  • Notebook and pen

  • Lunch and beverage

Vehicle hide making materials will be provided for each student during this training program.

*All tactical scoped rifles must be sighted in prior to class.

*A magnified optic is preferred for the AR-15 but is not mandatory for the SWAT sniper.
